Compliance workflow

The exporter of record carries the risk, so the process has to be explicit.

Vietnam export work becomes valuable when the workflow is controlled end to end. This page shows the operating sequence, the agencies that matter, and the specific liabilities that sit with the declared exporter.

1. Intake and classification

  1. Collect specs, quantity, product function, and destination data.
  2. Assign or validate HS code.
  3. Check whether the goods are restricted, licensed, or sector-regulated.

2. Documentation and permit file

  1. Prepare commercial invoice, packing list, contract, and support documents.
  2. Obtain export license or specialist permit if required.
  3. Assemble origin evidence for CO application where relevant.

3. Customs declaration and inspection

  1. Submit the export customs declaration through the e-customs system.
  2. Respond to customs queries and manage inspection if triggered.
  3. Secure final clearance and release to the carrier.

4. Shipment completion and record retention

  1. Coordinate bill of lading issuance and handoff.
  2. Keep an audit-ready compliance file for post-clearance review.
  3. Support disputes, corrections, or follow-up agency questions if they arise.
Critical risk

What the exporter is liable for

  • Incorrect HS classification
  • Missing or invalid permits
  • Incorrect customs value or under-declaration
  • Export of restricted or non-compliant goods
  • Weak documentation during customs review or audit
Why buyers pay

The commercial value is risk absorption.

  • They avoid forming a local Vietnam export entity
  • They reduce direct exposure to local documentation errors
  • They get a local execution layer across customs, agencies, and factories
  • They move faster when the file is built correctly from the start
